La situation du développement humain dans le monde est aussi inégale
que ses aspects sont variés : certaines régions enregistrent des
progrès stupéfiants quand d’autres stagnent, ou même s’enfoncent
plus profondément encore dans la pauvreté humaine. La planète ne
pourra parvenir à l’équilibre et à la stabilité que si tous les
pays, riches et pauvres, s’engagent à mettre en oeuvre un pacte
mondial pour le développement, dont le but est d’élargir le champ
des opportunités offertes à tous les êtres humains.
