Excellency;
Organization for Peace Justice and Development in Rwanda (OPJDR).Inc.;
a Human Rights Organization, is deeply dismayed and preoccupied by the excessive
degradation of the Human Rights abuses in Rwanda particularly since the official
launch of the traditional Gacaca jurisdictions in 2002.
Since then, arbitrary arrests and disappearances of the peoples were
stressed and worsened during these three months.
In the
beginning of April 2005, during Gacaca jurisdiction held in Rango, district of
Ngenda, the Gacaca leadership
ordered two men, namely Tabaro Azarias, 40 years and Mukuralinda, 30 years to
move from the Gacaca and wait on the side. From there they disappeared and no
one knows where they were taken. The same day at least six other men: Anatole
Mwambajimana, Andrea Habimana, Martin Ndindabahizi, Samule Kandege, Dionisio
Rohoyamungu and Nyilimbibi, were separated from Gacaca without any reason and
taken by soldiers to the prison of Rilima, District of Gashora, Kigali-rural
province. Since then, they have disappeared and no body knows their fate. Many
people continue to be taken away at night and disappear. Among those who have
also vanished from the same area we know that Antoine (Catechist), Pascal
Hitimana, Emmanuel Gashikirande, Yakobo Kandanga and Malachias all disappeared
without any trace.
Below is a list of some other recent killings our organization
registered and one of the causes of the recent two huge exodus of Hutu
population to Burundi and Uganda.

Excellence President, the Rwandan people are crying and begging for
your protection from the extremist killers. These people are innocents and
deserve to live like their neighbors. OPJDR is wooing the Rwandan Government to
encourage and support the national reconciliation and protect all its population
against manipulative racists while asking the survivors of the genocide to be
correct and stop the false accusations against their neighbors as concocted by
certain Rwandan organizations such as IBUKA and AVEGA.
