Le Régime FPR passe
à l'action
Après l'élection du
Président Paul Kagame à la magistrature suprême du Rwanda pour un mandat de
sept ans, les services de renseignement du Front Patriotique Rwandais viennent
de brosser un bilan positif de neuf années de pouvoir du FPR et de définir une
nouvelle stratégie de gestion du pays
pour une période de quatorze ans (2 mandats pour Kagame).
La réunion qui s'est tenue
à Muhazi (ferme privée d'Afandi) quelques jours avant la mise en place du
nouveau gouvernement, était dirigée par le Président "démocratique"
Paul Kagame lui-même et comprenait entre autres: le Chef d'Etat Major le Général
James Kabarere, Gahima Gérald Procureur Général, Gacinya de la DMI, le Député
Mitari Kabanda Protais, Tito Rutaremara et d'autres dont il n'est pas opportun
de dévoiler leurs identités pour des raisons de sécurité.
Les participants se
sont réjouis de ce que la menace hutu de l'intérieur a été éliminée, que
les dernières tentatives de résurrection du MDR Parmehutu ont été définitivement
anéanties et que les FDLR sont aux aboies. Ils ont constaté qu'une grande
partie des opposants a été assassinée, d'autres croupissant dans des prisons
où ils attendent leur fin de vie.
La réunion s'est également
félicitée de la neutralisation des grands opposants exilés par le truchement
du TPIR d'Arusha et grâce surtout à la coopération de certains pays. Pour la
période qui va venir, un plan d'action, une stratégie ainsi que des moyens ont
été définis pour mettre hors d'état de nuire toute opposition naissante qui
constituerait pour l'avenir proche une menace pour la survie du régime.
Une urgence a été
soulignée pour des actions immédiates devant être menées par les services
secrets de la DMI en particulier auprès des Rwandais vivant en Europe et en Amérique.
Ils ont mis au point
un plan d'action appelé MASTER PLAN dont voici quelques extraits dont nous
avons pu nous procurer et dont l'original est en anglais:
La

qui devra rendre compte tous les trois mois au Président Paul Kagame.

When we met in Kisoro (Uganda) from 03 to 05 June 1997 just after our victory
which led to the fall of dictator Mobutu, we underlined the necessity to
strengthen our undertaking by posting our best human resources in services
dealing with security, economics, finance and administration, particularly in
the Province of North Kivu which is an integral part of our homeland. This
strategy is supposed to make easy our control of the Democratic Republic of
Congo and to consolidate further our influence in the Great Lakes Region.
In fact, Zaire was the missing link in ensuring that we attain total power control in the Indian basin with the exception of Kenya and Tanzania where power is still in the hands of our enemies. However, Kenya will not be able to resist for a long time given the internal pressures exerted by our Ugandan, Ethiopian and Eritrean brothers who are determined to continue until victory is obtained. As far as Tanzania is concerned, our Masai brothers have not yet gained enough political and military influence to start a liberation struggle as have done our friends in Kenya. We must analyze together what should be done to stop Mwalimu Nyerere who, clearly, intends to sabotage our hegemonic plans and who is actively seeking the removal of our Burundian brother, Major Buyoya. And furthermore, the tanzanian government openly supports Nyangoma and the INTERAHAMWE of General Bizimungu who are responsible for genocide in Burundi and Rwanda.
While waiting for concrete proposals that will be submitted for appoval at Mbarara (Uganda) meeting, to be held from 17 to 19 July 1997, we must remind the Team Leaders from the Democratic Republic of Congo to be vigilant day and night because Kabila is Lumumbist. And you well know that Lumumbists are Nationalists. They might one day rebel against us and chase us from Congo. Congolese are like Hutus. Tey are ungrateful. That is why we strongly ask the Gouvernor of North Kivu, Kanyamuhanga Gafungi and our brothers Ngezayo Albert and Rwakabuba Shinga respectively President and Vice-President of TIP (team Leaders in the Democratic Republic of Congo, to closely work and support RPA and NRA soldiers stationed in the Democratic Republic of Congo so as to ensure the protection of our Representatives (Douglas Bugera and Bizima Karaha) witin the government.
Our soldiers must by all means neutralize the MAI MAI and INTERAHAMWE who have become a thorn for the security of our farmers in the Masisi region. We run a risk of colluting with Kabila regime to refuse the occupation of te Masisi region. The governor of North Kivu, Kanyamuanga gafundi expressed these same fears in his report.
Finally, we would like to inform you that some of our friends have began to turn their back against us and to discredit us. They call us war-mongers? and even genociders?. They are threatening to withdraw their support to us. We must urgently find strategies to deal with this situation.

N.B: TUTSI INTERNATIONAL POWER is now extended to Ethiopia and Eritrea and should include Sudan after its liberation by John Garang.
